Justin Fulcher on Building Systems That Last Under Pressure
Much of the work that keeps large institutions running gets little public attention. Procurement rules, IT upgrades and cross-border compliance seldom draw headlines, yet they determine whether new technology ever reaches the people meant to use it. Justin Fulcher has built his career around that kind of work, according to a recent profile.
Two Sectors, One Approach
His path runs through healthcare and defense. He co-founded RingMD in 2013, at age 21, to connect patients with physicians remotely across Asia. The platform reached multiple countries and was designed for difficult conditions, including unreliable bandwidth and patchy infrastructure. Across much of the region, mobile networks had outpaced basic healthcare services.
Forbes Asia recognized him on its 30 Under 30 Healthcare & Science list in 2017. He later transitioned out of daily management, though he remains on the RingMD board and holds a minority stake, with no operational role.
Justin Fulcher moved into public service in early 2025 as a Senior Advisor to the Secretary of Defense. Justin Fulcher work focused on acquisition reform and technology adoption, with the aim of reducing bureaucratic friction and speeding the rollout of new tools. He contributed to efforts that brought software procurement timelines down “from years to months” while modernizing key IT systems. He also took part in Indo-Pacific dialogues alongside senior officials. For someone who had spent years building technology in Asia, those engagements extended a familiar regional focus.
Durability as a Goal
Fulcher put his priorities plainly in a LinkedIn article: “Execution over narrative. Accountability over optics. Durability over speed.” The profile reads this as a preference for long-term institutional results over short-term visibility, shaped by environments where failure has real consequences.
That preference carries into his current interests: defense technology innovation and supply chain resilience for critical materials like rare-earth elements. He completed a Master’s in Nonproliferation and Terrorism Studies at the Middlebury Institute in 2023 and is pursuing a Doctorate in International Affairs at Johns Hopkins SAIS.
